  1. Mix yeast, sugar and 5 tbsp warm water, stir then set aside until bubble2 (yeast is actived).
  2. Mix flour, sugar, salt, milk and 1,5 tsp activated yeast then make dough until it's not sticky..
  3. Make small ball of dough.
  4. Cover dough with plastic wrap or clean. leave it for 30 minutes. After 30 minutes dough will be like in this picture.
  5. After 30 minutes, punch dough then fill it with chocolate or minced meat or etc then cover it again with wrap or clean. Then leave for 15 minutes.
  6. Steam pao in a steamer for 5 minutes.
  7. Serve it.
